Functions of Divisions and Offices
 
  1. Administration Office (Division of Foreign Liaison): Responsible for the administration, processing of official documents, information, recommendations, suggestions, proposals, complaints and appeals, documents, confidentiality, reception, liaison, organization of important meetings, organizing and drafting key documents and speeches, checks and follow-up of important documents and decisions made at important meetings, and handling of confiscated relics.
  2. Division of Policy and Regulation: Drafting local laws, regulations and rules concerning the protection of cultural heritage and museums; making development plans for cultural heritage and museums; checking and verification of legitimacy of standardized documents initiated by the Division itself; executing and supervision of administrative and legal enforcement; investigating and studying the execution of related laws, regulations and rules; handling administrative reconsideration in the Administration; defending an agency for administrative compensation and appeal cases; and organizing the hearing for administrative punishment.
  3. Division of Cultural Heritage Protection: Studying and proposing plans for historical and cultural heritage protection areas; organizing general surveys of cultural heritage; recommending and applying for cultural heritage protection units and world cultural heritage; defining and demarcating the scope for cultural heritage protection units; examining and verifying protection areas in the cultural heritage protection units and construction projects in the construction control areas; managing archaeology and unearthing of cultural heritage; examining and verifying repairing and improvement project plans and designs and implementing plans on cultural heritage buildings; drawing up engineering design specifications and quality standards; licensing activities such as movie shoots, TV programs and holding exhibitions and fairs in national key cultural heritage protection units.
  4. Division of Museums: Working out development plans for the museums; dealing with the registration of the museums in Beijing and authentication and registration of cultural relics collected in these museums; handling the transfer, exchange and borrowing of the relics among these museums; organizing and coordinating the display and show of the relics among the museums; management of duplicating production of precious and rare relics.
  5. Division of Cultural Heritage Market Administration: Managing cultural heritage marketing and operation; supervising cultural heritage in the ancient goods market; managing the authentication of cultural heritage exports; sorting out cultural heritage; receiving, checking and managing confiscated relics.
  6. Division of Planning and Financial Affairs: Developing annual budget for the Administration, year-end final accounting of revenue and expenditures; plan as a whole the funds for the management of cultural relics and specialized repair and improvement funds for key relics; managing and supervising the financial activities of units directly under the Administration; responsible for state-owned assets and capital construction work of units directly under the Administration; managing foreign currency quota.
  7. Division of Organization and Publicity (Personnel Division):??? Responsible for the planning and training of cadres in the Administration and other units directly under the Administration; in charge of all personnel business; guiding the personnel matters in the units directly under the Administration; handling the judgment and determination of professional and technical titles in the Administration and other units directly under the Administration.
  8. Party Committee of the Administration: Deal with all matters regarding the Party and the staff.
  9. Division of Retired Veteran Cadres: In charge of the administration of the retired employees in the Administration.

  11. Supervision and Enforcement Team (Division of Safety Supervision)
    Investigating and punishing the behavior related to destroying cultural relics, buildings, damaging cultural heritage, loss of cultural relics stored in the museums, illegal archaeological exploration or excavation, illegal purchase and selling of cultural relics; conducting inspection tours of the national and municipal key cultural heritage protection units regarding protection and use of cultural relics; supervising and checking illegal construction projects in the key cultural heritage protection units and in construction control areas; supervising and checking the unlawful behavior by design and construction units in the refurbishment and renovation process of ancient buildings; guiding and supervising protection of cultural heritage and security implementation in the system of cultural heritage throughout Beijing.
